Dictator Museveni  ordered the withdraw of Uganda People’s Defense Forces (UPDF) from Apaa parish, Amuru District on Monday May 14, 2019,  amid the  fear of Apaa community`s planned rebellion against land grabbing that has claimed dozens of lives of Apaa community since 2011.

AMURU-UGANDA: Dictator Museveni, the 33 years ruler made a surprise reshuffleand appointed Jacob Oulanyah, the Deputy Speaker of Parliament dropping Prime Minister Dr. Ruhakana Rugunda to snap Apaa civilian war against UPDF, authority sources said.

This follow the statement made by Oulanyah on Saturday May 11th 2019 at Opit Secondary School when he was in pulpit addressing tens of  thousands  of Omoro community who turned up to celebrate the victory of Hon Lamwaka Catharine.

“Your Excellency, this part of the country is in a fairly somber mood. There are some murmurs and discussions that are not good going on at the moment” Oulanyah warns.

“Some decision that has been taken up by government most recently has caused some resentment in Acholi Sub Region. The problem is, sometimes we have good things to do but do them so badly that they start looking bad themselves and yet they are good things” He continues.

The President instantly gave him the audience to meet and explore new solutions other than conflict into the disputed land and the entire region.

“When Oulanyah asks me for anything, I can’t refuse” Museveni told audience.  

Immediately after the Opit celebrations, President Museveni on a side business met Jacob Oulanyah, and Oulanyah in a tete-ate informed President Museveni that there is planned attack in Apaa that would be led by Apaa community on UPDF position, impeccable sources said.

Therefore, President Museveni was convinced to call for yet another meeting with the Deputy Speaker Jacob Oulanyah in Kampala the next day on Sunday May 12th 2019. Sources that attended the Kampala meeting revealed.

The Kampala meeting was attended not only by Oulanyah, but Hilary Onek Obaloker, the minister for Disaster Preparedness was also present, and Onek also added his voice and told president Museveni that. “Let me tell you, there is planned military attack on UPDF by the Apaa community who are ready to die for their land.’’ Onek told President Museveni.

‘’Museveni you cannot win this war this time,’’ Onek added to Museveni.

President Museveni in the Kampala meeting ordered Dr. Ruhakana Rugunda to step aside and consequently appointed Jacob Oulanyah from that effect, the Apaa Acholi-Madi Team Chairman.

President Museveni also appointed Dr. Ruhakana Rugunda as Vice Chairperson, other board members on Apaa Acholi-madi Teams are: Hilary Onek Obaloker minister for Disaster Preparedness, Gen. Moses Ali Second Deputy Prime Minister and Head of Government Business, Betty Amongi Land Minister, and Ephraim Kamutu the Minister for Tourism.

President Museveni also called for a  Kitgum meeting to take place on Thursday May 16th. He directed that he needs to meet the following: All the Chairpersons Local Council 5 from Northern Uganda, all the Residence District Commissioners and all top security organs from northern Uganda to meet.

Daniel Komakech Deputy Director for Gulu University Research Institute who is the current Chairman of Apaa Acholi Team says his team is very happy with the re-appointment of the Deputy Speaker Jacob Oulanyah.

He noted that it shows commitment that Apaa issues will come to an end. Secondly, it means that no one going to take Acholi land.

“Three weeks ago I made my prayer and sang “Rwot Rubangalokebotwama wabinoboti ….” It was before the Prime minister Dr. Ruhakana Rugunda that was our last meeting with him; I say that God will protect Acholi land. In that response also Gen. Moses Ali made the same prayer. I don’t know who was who before God. It was like when Elijah confronted that woman in the Bible” Komakech argued.

80 years old, Okot David says he is very happy when he learnt that UPDF have withdrawn from Apaa noting that Acholi fight is for a just course.

“Our land Apaa we knew that Madi community and the purported Uganda Wildlife Authority, UPDF and Uganda Police Forces one day would be driven out by force.” Okot said boastfully while teasing the withdrawing forces.

Gilbert Olanya, the Member of Parliament (MP) for Amuru South says he wrote to Museveni through his private secretary noting that the president`s actions are all political gimmicks.

Hon. Olanya says he wrote to President Museveni his mind, telling him that this is not the first time, in2015 President Museveni sent the late Gen. Julius Oketta to tell the people of Apaa that he is no longer interested in Apaa land, just because presidential election was only a year ahead of 2016.

“We are not surprised when President Museveni appointed Jacob Oulanyah , we know he is buying time for just 2021 presidential election which is near the corner.” The Kilak MP dismissed Oulanyah.

77 years old, MuzeeAmukaAtunya,an elder from Apaa says at least the Apaa community has been released from the attack by the UWA, police and UPDF.

“We the people of Apaa have suffered enough in the hands of UWA and UPDF, if President Museveni ordered for the withdrawal of the military, finally peace will come to Apaa.E
