Mityana East Member of Parliament, Francis is appearing before Gulu High Court today to hear charges of treason.
He and other legislators were arrested by President Yoweri Museveni Special Force Command (SFC) soldiers last year for stoning at the presidential motorcade.
He is alleged to have skipped bail last year and his release due to ailing health condition.
