UGANDA: 40,000 RWANDESE REFUGEES USE SOCIAL POLITICS OF MILITARIZE RETURN TO EASTERN DR.CONGO-SCHOLARS

GULU-UGANDA:  Rwandese Social militarize return to the Eastern Democratic Republic of Congo, now is in re-new arms conflict, scholars intimates.

Before the advent of Berlin Conference that led to partition of African, Tutsi of Congo origins were living in harmonies with the Maimai community in Kavu Province in Eastern Congo.

Scholars say even after the Berlin Conference, when Belgium colonial government took over, the Belgium administrative government brought in more Tutsi from the then Rwanda-Burundi  who were under the France territory into Eastern Congo to work as cheap laborers  in their oversee estates , Tutsi rebels of Congo who fought  along side Rwanda President in 1994.

Prof. Yodeford Muzacid Don from University of ISP/BOUKAN, says  Kale in Eastern D. R.Congo, 69 kilometers North of Kavu are in re-new conflict in Eastern,  the Maimai tribe  are battling RPF,  who are believed to be  Tutsi of Congo origins  that have invaded them.

Prof. Yodeford says before Congo got independent from Belgium in 1960, there were first types of Rwandese Tutsi who sought  refuge in Congo in 1949 when the Hutu leadership took over and by the time of independent there were no clear constitution that spelled who were the Congolese.

Therefore, when Congo got independent in 1960, Tutsi men were known to have dual citizenship of both Congo National and Rwanda.

He argues that the Tutsi who first came to Rwanda took all land in East Kavo Province of Congo. There were two ways of acquiring land by going low to chiefs or asking Congolese Government.

He adds, by 1994, there were the two departures to Rwanda, what was their return, because the president was a Tutsi? Remembered the Congolese constitution was saying by the Independent the Tutsi who were in Congo are Congolese. Prof. Yadeford reiterates.

“The Tutsi those who were going sold their land at lower or cheap prices, and there were those who leaved their land without selling. Later the local leaders sold the land to people.” Prof Yodeford revealed.

Politics of return

Prof. Yodeford urges participants in a two days conference which took place on July 25^th and 26^th 2019,  at TAKS Center, Gulu City. “When we return” the Art Exile and Remaking of Home in Uganda, South Sudan, Central Africa Republic and The Democratic Republic of Congo.

He argues that those groups are called military returnees, because they made ally with Rwanda and Uganda forces to go and overthrow Joseph Kabila Senior, and went they went back to Eastern D.R.Congo; they came back with a lot of cattle.

First of all, the group was to explore if their land was not sold. “Those Rwanda Patriotic Forces (RPF) they wanted to know if their land they left behind was not sold” Prof. Yodeford urged.

The Rwanda Tutsi of Congo origins, who are using politics of return are numbered about 40,000, now when they came back to Eastern D.R.Congo, they are grabbing their former land by forces, and even grabbing land from other people.

They want to used their position of being Rwandese forces b y getting back their land, and leave to their brothers or relatives, while they are still serving RPF

Prof.Jose Mvuezole BAZOKZI PHD the Don of University DE KINSHASA adds that now when the Rwandese Tutsi who have the nationality of Congo, and they are being considered Congolese who are using politics of military return. They are facing Maimai community, while the governments are watching since they defected to joined military regime of Rwanda, the Congo government has nothing to do with them.

“Social returnees are militarized by the Tutsi RPF who defected 25 years go made to joined President Paul Kabila, later they are returning to acquire the land they sold. But they are in an attempt grabs other people’s land in eastern D.R.Congo, unfortunately they kill in hundreds by Maimai tribe, Prof. Bazokzi revealed.
