GULU-UGANDA: Rwot David Onen Acana II, says Acholi Chiefs will not pronounce their stand on Acholi Agenda, but they rather wait for Acholi National Conference schedule on December 19th to 21st, 2019.
Acholi Paramount Chief argued told the members of media during a media briefing at Acholi Inn on Thursday, October 30th that the plan for developed Acholi Agenda would be look at during the fourth coming ANC meeting in Gulu, but however, he hinted that among the pillar issues to be discuss are the plan to come out with Acholi Law on Acholi Culture, land, on natural resources, and peace.
“This meeting is not addressing Acholi Agenda , we have to go back to our people with the agenda of convening them people to propose what will be discussed during ANC. when we own our programs, the law that will be put in place will last for long” Rwot Acana warns.
Rwot Achana mooted that there is no conflict among the 54 chiefdoms in Acholi, but there is conflict in Palabek chiefdom and Padibbe chiefdom. Where there is rival between brothers who each are claiming to be chief, he needs to sort out the conflict between the rival chiefs, Rwot Acana asserted.
Oyeng Yeng News did not ascertain whether the Padibbe chiefdom conflict has been instigated by the paramount chief, based on the conflict of interest, since Rwot Acana II, the current Acholi Paramount Chief does not have a hand behind the fuse. In 1917 his ground father Rwot Payira Chief Awich was slain by Rwot Ogwok of Padibbe when the Payira invaded Padibbe chiefdom.
Rwot Acana insists the matter of conflict between chiefdom of Palabek and Padibbe can not be drag before ANC, for them they are continues as a tradition of Acholi, if in meeting like this one, if Rwodi can agree to look under Regional Tire System of Government, it should be agree by the chiefdom body, he avoided being part of the on going conflict
Acholi chiefs blame weak law on Kampala regime
Acholi Paramount Chief argues that the current Uganda Constitution does not give power for cultural institution, he argued his Members of Parliaments to make sure that pass law that they give input to the cultural institution mandate to governance themselves in amicable to raise fund to sustain cultural body.
“We need to amendment the constitution that it gives power to regional tire government; we do not need only the Acholi community to lobby for Regional Tire System, but this should be for all Ugandans.
“ All Ugandans should come together and demand for culture law, we cannot work in isolation, if Acholi can link up with other tribes, it batter.” Rwot Acana urged.
When pressed further on the issues of Acholi Agenda, Rwot Acana insists ANC has been a tough by one person, the ideas has been sold off; we have to wait for what will be before the discussion in that conference collectively we can discuss it.
He asserts that law and policy these are things that are not new, we have to look on to strengthen these laws; the traditional cultural law should not be extended for the progress of ownership only, Rwot Acana warns.
Mr. Timothy Jokene Uganda Chapter of the Acholi National Conference says, the ANC want Acholi to own the conference concepts, from the conservation, to the head of a home, and to the head of society there will be consultation that will bare fruit for the ANC agenda, Mr. Jokene urged.

When asked why Acholi London Kacoke Madit flopped, if there hope that the ANC will not be manipulated by the government spy to hoodwink the ANC?

Rwot Anywar argues his fellow chiefs to come up with law that would not allow foreign culture to destroy Acholi norms, questioning that why Acholi Chiefdom has only two cultural laws that is about traditional marriage and on land conflict only, Rwot Anywar blames.
He argues that in the fourth coming ANC, the laws must be put in place to stop any politicians who allow Beyo and Yaa trees destroyed in their areas. Says politicians just play with chiefs because they think that Acholi chiefs are ignorance they did not have qualification they have, the law on environmental degradation must be put in place to stop environmental abuses.
“Let Acholi chiefs come with the law that spell to politicians the dos and the dons why do they allow Beyo and Yaa trees be cut at will in his areas, the person allow our treasure trees cut will now be allow to stand in any politicians post.” This is impunity, Anywar warns.
Rwot of Bwobwobo Manam he surprised Acholi Chiefs when he revealed that when Rwot Achana was invited by the West Nile Chiefs, they were challenges they were told by Madi Chief that they West Nile are in the system and they are united un like Acholi community, Rwot Bwobwobo said.
Adding that the West Nile chiefs paraded 30 leaders before them, and among 30 people, 20 Legislators and 8 people are cabinet ministers.
