UGANDA: NORTHERN UGANDA FROM BATTLE FILED TO GREEN FILED, MUSEVENI ON DIALOGUE FOR INVESTMENT
Northern Uganda, Aholi, Lango, West Nile and Karamojong must close their rank to benefit
The Karamojong, Lango, Acholi and the West Nile Sub Region (WALK) stand to lose as President Museveni look north for investment if they didn’t learned from the past.
The Acholi social theory (Gang pa Lakolo pe pong, a trouble shooter homestead will always remains abandoning and descended to chaos)
KAMPALA-UGANDA, SEPTEMBER 14, 2024.
The just concluded three days the 5th Bi-annual private sector Presidential CEO’s retreat dub, Gulu Logistic Hub held in Kampala Serena Hotel President Museveni advised the Greater North to give land for investment to transforming northern Uganda into a commercialized productivity.
In a strong warded three strategic issues from A-Z, President Museveni known militarization approaches lecture a well attended retreat gathering at Serena Hotel on security, says he has dealt with issues of war in Acholi sub region when he was fighting Joseph Kony Lord Resistance Army, LRA and Alice Lakwena, the group that were destroying Acholi.
The West Nile Bank Front when they were fighting in West Nile and the third security issues with Karamojong when they were disturbing themselves, now we need to developed Northern for economic benefit those were bottle next t, Museveni warned
President Museveni says he will handle two issues of monetization of economy, by 1969 when he travesty Northern Uganda, traveling from Acholi district to Madi west Nile coming back from Pakwach he saw big farms own by Elija Latim, Wilson Lutara, Andrew Adimola in Nwoya as was mentioned by my good friend Prof. Morris Ogenga Latigo, but the money economy was not in the hand Uganda.
By 1969, according to Uganda National censure only 4% of the populations were in the money economy, when Amin took over Uganda economy collapsed, the three T economies were Tobacco, Tourist and Tea, while the three economies were Cotton, Coffee and Copper. By 1986 when we came we did not have the economy, but later those who were in money economy 32% of the population Censure of 1991 and those one of 2011 population Censure
Later when we check there was 61% money economy, this my strategic money economy, now we see the production of coffee has grown to 9 million of coffee from 2 million of coffee, when Northern Uganda become transform for coffee production Uganda will have 20 million bags of coffee.
Secondly, when we want to transform Northern Uganda and Uganda to commercialization, then we have purchasing of the population goes up, according to WHO a person to be find , you need to drink 200 liters of milk per years, but because Ugandans don’t have purchasing power, they don’t produce milk and they don’t buy milk also. However, we are producing 5 billion of milk Uganda can only consume 8 million of milk we produce c in a year, and internal consumption is not there, we need to export our milk to Kenya, but they don’t want to buy our milk and also we have Maize too that Kenya country does not want to buy too.
On electricity Uganda has done well, now we have surplus power of 1,000 megawatt with the growing population Uganda need 52 megawatt, but we still have 2,000 megawatt of electricity
We are put another railway through water body through Lake Victory to Tanzania that will sort out farms problem and on the issues of transportation Railway line to easy farmers reach market access will be address up to solve the money economy in the villages as children are fighting for blanket from their parents.
Prof. Morris Ogenga Latigo, the former Leader of Opposition Members of parliament says by 1970s he had developed the ideas of putting up farm, because while plying to Aura town, he saw how beautiful farms in Nwoya and Amuru areas.
Those were the farmers of the late Inspector of Uganda Police IGP Wilson Eronaiyo Oryema, the late Andrew Adimola, the late Wilson Lutara and Akera Anania; in 1990 I bought land in Nwoya next to the Hon. Cissy Atim Ogwal. But when the northern Uganda insurgency started, he decided to give land to people who could cut the trees for burning charcoal.
After the long Northern Uganda civil stripe, he embark on his plan to open commercial agriculture in Nwoya district.
“Mr. President Museveni, I had planned to present a paper on the 4 acres models, but I was not given time. However, it very important that you need to set up Agriculture Acers model to train youth on skilling knowledge of which I am ready to offer my farm which I have set up in Kalongo town board..” Prof. Morris Ogenga Latigo argued.
Vicky Atim, the Vice Chairperson for Gulu District who resented Gulu District argues the 5th Bi-Annual retreat participants, which was supposed to take place in Gulu City, Layibi Railway.
Ms. Atim informed the participants that Acholi Sub Region Agricultural main activity in Acholi Sub Region; however, there is low inequality access to production.
she added that although government is providing small scale irrigation, where the government subsidized 75% of in farm mechanization, and farmer put in 25% it fact the production of smart Agricultural irrigation, also farmers are not able to withstand pest and disease which forced to have low level of Agro-indoctrination.
Low market linkages appealing to Uganda National Bureau of Standard to step up to counter fake metrical which are flooding the market, we want to meet the national markets.
Ms. Atim decried for the post harvest waste, limited financial banking there needs to structures the financial banking which affect farmer by giving them limited research.
“There must be fundamental action to address inequality, a case in point, Omoro farmers faced the challenges of cooperative Society we encourage our farmers to be in cooperative society, and we need support for water operationizing production, and we request the government to improve on mechanization, and we need government to rehabilitate water provision for water for irrigation. We also we need seedling materials of academia, coffee seedling, cash-nut and avocado fruit seedling. We call upon the government to Gulu Logistic Hub.” Gulu Vice Chairman appealed
Kilama, the Local Councilor 1 chairman of Layibi welcome President Museveni to his ward Layibi Zone, although the 5th Bi-annual retreat was moved to Serena Hotel in Kampala.
“President Museveni, why did you decide to shift this retreat from Gulu City to here, it’s very important to speed up rehabilitation of Gulu Airport and Uganda meter Railway for better use of Gulu Logistic Hub? Kilama asked.
It would be good to includes people from Northern Uganda to be among the mover of from battle field to Green field, transformation to commercialization.
